Not exactly sure what you mean, but importing favorites with the Import method will always create a folder. This is common in every browser which is capable of importing IE Favorites, no browser will simply dump these in the root folder but will always import into a subfolder located below the ROOT. If you want to move the content of this subfolder to the ROOT, then simply open the Favorite Manager, click the folder in the treeview on hte left, then select everything in the right pane and simply darg/drop them on the ROOT folder Another way is to simply delete the physical mbookmarks.xml file (<your profile>\data) or to use File > Import Maxthon 1.x settings |

It may have been like this in the version current at the time, but those facing the same question may find the following of use. At the bottom of the import dialog you will see the option "Delete all Favorites before importing" Selecting this option will cause all favorites to be imported into the Root instead of into a subfolder, and vice versa, if the box is cleared, they will always be imported into a subfolder.
